一、减少流动是目前加强疫情防控、加强自身防护的最佳途径，境外人员无特殊原因不建议近期回国来永。确需回国来永的， 入境前应当提前 48 小时通过钉钉或微信扫描金华市回国人员健 康信息申报二维码，或向目的地镇（街道、区）如实报告行程和健康状况。

二、境外来永人员应全程做好个人防护，通过口岸防控检查入境后，按照相关要求和指定线路，由工作专班统一安排有序回永。严禁擅自乘坐公共交通工具回永。目前，浙江省已在上海浦东机场、上海虹桥机场、浙江萧山机场统一派驻服务工作组，境外来永人员入境后务必主动联系派驻服务工作组，由工作组逐级落实金华市、永康市接机服务专班统一安排车辆“点对点”接回永 康，落实分类防控措施。

 三、境外来永人员通过其他渠道来永的，要在抵达永康后 1 小时内主动向居住地村（社区） 、所在镇（街道、区）逐级报告，配合落实相关防控措施。

四、境外来永人员住宿酒店（宾馆）、联系（接待）单位要认真履行服务管理主体责任，第一时间向村（社区）、所在镇（街道、区）逐级报告，主动配合政府部门落实相关防控措施。 

五、对 14 天内来自或到访过高风险国家的境外来永人员， 采取集中医学观察措施；对 14 天内来自或到访过其他国家（地 区）的境外来永人员，在永有固定居所的，安排居家硬隔离 14 天，其他人员安排集中医学观察 14 天。风险等级视海外疫情发 展情况和省、金华市要求相应及时调整。本通令发布前已经来永 但未满 14 天的境外人员，应立即主动向居住地村（社区）、所在 镇（街道、区）逐级申报并自觉接受相应防控措施。

六、境外来永人员解除集中医学观察后，应做到：保持个人卫生，勤洗手，不聚集、不聚餐，住所常通风；尽量不外出，确有工作生活必要外出的，应佩戴口罩，做好防护措施，少乘坐公共交通工具；配合工作人员做好体温检测、随访等防疫工作；出现发热、乏力、干咳、腹泻等症状的，应第一时间拨打 120 求助 电话并按要求就医。

七、境外来永人员应遵守中国法律和政府相关规定指令，配合做好疫情防控工作。对违反上述规定，造成疫情传播等严重后果的，将依法追究相关法律责任。

 NO.15 Proclamation of Yongkang Municipal Headquarters for Prevention and Control of Novel Coronavirus Pneumonia

Now the domestic epidemic is not over yet while the overseas epidemic has been spreading rapidly. To strictly implement Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases, Regulations on Emergency Response to Public Health Emergencies and other relevant laws and regulations, to improve service and management of overseas Chinese of Yongkang and other overseas passengers (hereinafter referred to as overseas incoming passengers) who must return to Yongkang for particular reasons, and to ensure the safety and health of the public, we hereby issue the following orders on the prevention and control of the overseas epidemic:

Ⅰ．At present, reducing mobility is the best way to strengthen epidemic prevention and control as well as self-protection. For overseas passengers, it is not recommended to return to Yongkang in the near future unless for some particular reasons. If the schedule has been confirmed, incoming passengers should scan the QR code for health information declaration on Dingtalk or Wechat 48 hours earlier before entering China, or report personal itinerary and health status to the destination town (sub-district, district) truthfully.

Ⅱ．Overseas incoming passengers should take self-protection throughout the travel. After entering upon the prevention and control inspection in ports, passengers shall follow the relevant requirements of the government and the designated route, and obey the unified arrangement and orderly return to Yongkang. It is strictly forbidden to take public transportation back to Yongkang without permission. At present, Zhejiang Province has set up service groups at Shanghai Pudong Airport, Shanghai Hongqiao Airport and Zhejiang Xiaoshan Airport. Overseas incoming passengers must contact the stationed service working group after entering China, and the working group will arrange the point-to-point pick-up service bus of Jinhua and Yongkang step by step to take passengers back to Yongkang and implement classified prevention and control measures.

Ⅲ．Incoming passengers who use self-arranged transportation to get to Yongkang should check in with the residence village (community), town (sub-district, district) within one hour upon arrival, and cooperate with the relevant prevention and control measures.

Ⅳ. Hotels and reception units for overseas incoming passengers should assume primary responsibilities for service management, check in with the residence village (community), town (sub-district, district) and actively cooperate with government departments, implementing relevant prevention and control measures.

Ⅴ．Incoming passengers who are from, or have visited high-risk countries in the last 14 days will be put under medical observation at designated facilities. For overseas incoming passengers from other countries or regions, those with their own residence will be put under home quarantine for 14 days; those without will stay at designated facilities for a 14-day quarantine period arranged by the local government. The risk levels are subject to further changes according to the developments of the epidemic in different countries and regions and requirements of Zhejiang provincial government and Jinhua municipal government. Overseas passengers who have stayed in Yongkang for less than 14 days before this issued proclamation should check in with their community and town, then take relevant prevention and control measures consciously.

Ⅵ．Overseas passengers who are released from quarantine should maintain good personal hygiene, such as wash hands as often as needed, avoid going to crowded places, or holding or participating in events with large gatherings, and open the window for fresh air from time to time.  Remember to wear a face mask if you have to go out. Try not to take the public transportation. Cooperate with the temperature detection and follow-up visits for epidemic prevention and control. If symptoms such as fever, fatigue, dry cough and diarrhea occur, call 120 for medical help promptly and go to designated hospitals for treatment as advised.

Ⅶ． Overseas incoming passengers should obey the Chinese law and government regulations, and cooperate with epidemic prevention and control measures. Those who violate local regulations, which results in bad consequences, will be held accountable by law.
